On June 18th, 2025, the arrest of Carlo Silva, age 40, was announced by Queens District Attorney’s Office. Carlo Silva was charged with five counts of Overdriving, and Torturing and Injuring Animals; Failure to Provide Proper Sustenance. The arrest and charges against Carlo Silva were a result of an investigation handled by the NYPD 114th Precinct and the American Society for the Protection of Cruelty to Animals.
According to the Queens District Attorney’s Office, at approximately 1:00 p.m. on June 2nd, 2025, an officer from the NYPD’s 114th Precinct was responding to a report of alleged animal abuse taking place in the apartment building Carlo Silva resides in. Video surveillance footage from inside the building on May 31st, 2025, depicted Carlo Silva violently tugging an 8-month-old dog, Olivia, by her leash before repeatedly throwing her down the stairs and dragging her back to the top. Allegedly these actions were repeated 12 times in a 45 second interval. These actions were captured again on surveillance footage at approximately 2:55 a.m., 3:00 a.m., and 2:50 p.m. on June 1st, 2025, and at 2:00 a.m. on June 2nd before the disturbance was reported to local authorities. Carlo Silva was arrested without incident once the responding officer arrived at his apartment unit.
Olivia was taken to the ASPCA for evaluation and treatment following Carlo Silva’s arrest. A veterinarian’s forensic examination and x-rays of Olivia revealed the following injuries; numerous skin contusions, scabbed wounds on her head and right front leg, a chipped incisor tooth, skin scars along the lower right area of her back, a fracture to her right rib, and soft tissue swelling of the bone in her right front leg. The identified injuries were determined to all be caused by recent blunt force trauma.
The Queens District Attorney’s Office stated that the charges against Carlo Silva are merely accusations, and the defendant is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
