On April 14th, 2025, the arrest of Richard Arce, age 54, and Raymond Ramos, age 42, was announced by Brooklyn District Attorney Eric Gonzalez. Richard Arce was charged on a 114-count indictment charging him with third-degree Bribe Receiving, fifth- and sixth-degree Conspiracy, Unauthorized Use of a Computer, and Official Misconduct. Raymond Ramos was charged with third-degree Bribery, second-degree Rewarding Official Misconduct, and fifth-degree Conspiracy. The arrest and charges against Richard Arce and Raymond Ramos were a result of an investigation handled by KCDA Detective Investigators.
According to the Brooklyn District Attorney’s Office, Richard Arce was a retired NYPD police officer that worked from 2008 to 2023. Allegedly between March 2021 and February 2023 Richard Arce made numerous unauthorized searches on proprietary law enforcement information per Raymond Ramos asking for different searches to be made in exchange for $40 to $50 per search. Detectives allege that over 70 different searches were made by Richard Arce for information on several different individuals that were associates of Raymond Ramos, as well as the defendants of an unrelated ATM burglary case who were Raymond Ramos, Alexander Torres, and Jesus Cedeno. Richard Arce obtained various information and documentation including arrest warrants, police reports, and license plates of vehicles owned and operated by Raymond Ramos. Richard Arce made these searches despite it going directly against the directives of the NYPD Patrol Guide, and sent text messages from his NYPD issued cell phone to convey information gathered from the searches. On October 23rd, 2022, evidence shows while Richard Arce was assigned to Criminal Court he sent Raymond Ramos screenshots via text messages, showing that Raymond Ramos had an active bench warrant out for him in the Bronx. The next day Richard Arce sent a text to Raymond Ramos saying “Don’t forget the $25 cuz”. On November 1st, 2022, Richard Arce sent screenshots with information about Alexander Torres and the two suspect warrants on him. When Raymond Ramos requested more information for Jesus Cedeno, Richard Arce sent a text back saying “Nope. No $. No Honey”. On November 11th, 2022, Richard Arce provided Raymond Ramos a screenshot regarding a suspect warrant on him, which included the personal and contact information of the complainant.
The Brooklyn District Attorney’s Office stated that the charges against Richard Arce and Raymond Ramos are merely accusations, and the defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
