On July 30th, 2025, the arrest of Jamie Huiracocha and Victor Murillo, ages 53 and 34, was announced by Queens District Attorney Melinda Katz. Jamie Huiracocha and Victor Murillo were charged with first-degree Reckless Endangerment second, third, and fourth-degree Insurance Fraud, three counts of second-degree Staging a Motor Vehicle Accident, three counts of second-degree Criminal Mischief, second and fourth-degree Attempted Grand Larceny, third-degree Grand Larceny, and fifth-degree Conspiracy. The arrest and charges against Jamie Huiracocha and Victor Murillo were a result of an investigation handled by Detective James McCormack, Detective Michael Fahrbach, and Sergeant Daisy Ramirez of the NYPD Fraudulent Collision Investigation Squad, Lieutenant Charles Hyland of the NYPD Criminal Enterprise Division, and members of the New York State Department of Financial Services.
According to the Queens District Attorney’s Office, on October 16th, 2024, Jamie Huiracocha allegedly met with a group of unknown individuals and instructed them on how to stage a car crash. Allegedly the defendant offered thousands of dollars to the individuals in exchange for staging a car crash, sending the photos to a female, and going to a different medical clinic in Glendale, New York, after the staged crash. The group drove to the previously discussed meeting place near the Belt Parkway with four different vehicles, including a silver Honda Civic and a red Kia. Allegedly Jamie Huiracocha instructed which vehicles each person needed to be in as well as providing headphones for everyone to communicate with each other. Victor Murillo was tasked with driving the silver Honda Civic while the other passengers were tasked with using black plastic tarp to cover the windows so after the crash Victor Murillo can switch seats with someone else without being seen. The four vehicles involved began driving on the Belt Parkway before picking a target and communicating to each other which vehicle to target.
At approximately 11:11 a.m. the victim, Asphia Natasha, was driving northbound in the left lane of the Belt Parkway in Rosedale, New York. Her vehicle was equipped with both front and rearview cameras at this time. The Honda Civic allegedly being operated by Victor Murillo cut in front of Asphia Natasha and abruptly came to an unnecessary stop. The victim was forced to slam on her brakes to avoid a collision, however the Honda Civic continued to back up into Asphia Natasha’s vehicle which damaged both cars. After the collision the passengers of the Honda Civic held up the black tarp over the vehicle’s windows while allegedly Victor Murillo and another passenger swapped places. Four people exited from the Honda Civic including an unidentified woman exiting from the driver’s seat door, one of the men identifying himself as Maikel Martinez and claiming the driver was his wife. Surveillance footage from the surrounding area showed the red Kia trailing behind Asphia Natasha’s car. After the crash the red Kia stopped in front of the Honda Civic to pick up Victor Murillo exiting from the Honda Civic before driving away. Allstate Insurance Co. received a claim for the damaged Honda Civic.
On October 3rd, 2024, another group of individuals in a blue Nissan Xterra arrived at an East New York, New York, location under the guise of payment for a job. After relocating to a second area allegedly Jamie Huiracocha instructed the group on how to stage a motor vehicle accident. Allegedly Victor Murillo was tasked with driving the Nissan Xterra before the group in said vehicle later began to drive on the Nassau Expressway. Later that day at approximately 12 p.m. another victim, Alexis Mendoza, was driving his tractor trailer in the middle lane of the Nassau Expressway in Lindenwood, New York. The Nissan Xterra was driving in the right lane before suddenly cutting merging into the middle lane directly in front of the tractor trailer. Alexis Mendoza was unable to avoid hitting the Nissan Xterra despite slamming on his brakes. After the collision allegedly Victor Murillo exited the Nissan Xterra to enter a second vehicle that drove away after picking him up. As a female exited the Nissan Xterra and claimed to Alexis Mendoza that she had been driving the vehicle, a third car also arrived on the scene. Jamie Huiracocha exited from the third vehicle and went to talk to Alexis Mendoza. Personal injury claims were submitted to Allstate Insurance Co. for over $3,000.
At approximately 8 a.m. on August 24th, 2024, Alyssa Attanasio was driving westwards on the Belt Parkway near the Erskine Street exit. A silver Honda Civic abruptly merged in front of Alyssa Attanasio and she was unable to avoid hitting the car despite using her brakes. Alyssa Attanasio reportedly observed black garbage bags being used to cover the windows of the vehicle before four men exited the vehicle, one of them matching Victor Murillo’s description. Dashcam footage taken from Alyssa Attanasio’s vehicle allegedly showed Victor Murillo exiting the Honda Civic and entering a red Kia stopped in front of the Honda Civic after the crash. More personal injury claims were made to Allstate Insurance Co. for over $79,000 claiming injuries for all occupants of the Honda Civic.
The Queens District Attorney’s Office stated that the charges against Jamie Huiracocha and Victor Murillo are merely accusations, and the defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
