On January 26th, 2026, the arrest of Esney Davis-Sharpe, age 63, and Nataliya Lushchak, age 48, was announced by Acting Attorney General Jennifer Davenport. Esney Davis-Sharpe and Nataliya Lushchak were charged with second-degree Conspiracy to Commit Health Care Claims Fraud, second-degree Health Care Claims Fraud, third-degree Unlicensed Practice of Medicine, and third-degree Medicaid Fraud. The arrest and charges against Esney Davis-Sharpe and Nataliya Lushchak were a result of an investigation handled by the New Jersey Department of Health and the Division of Criminal Justice.
According to the Attorney General’s Office, a case of unlicensed medical practice was brought to the attention of the New Jersey Division of Consumers Affair in August 2023. The alleged case was referring to the services being provided atBessie Mae Women’s Health Center in East Orange, New Jersey, which was owned by Esney Davis-Sharpe. The unlicensed practices and treatment being provided included obstetrics, gynecology, and family care. On May 26th, 2021, Esney Davis-Sharpe allegedly hired Nataliya Lushchak as a practitioner to also perform gynecology procedures alongside her, however neither defendant was properly licensed to provide their medical services. Between December 2020 and February 2024 approximately 2,500 reimbursement claims were made out to the New Jersey Medicaid Program from Bessie Mae Women’s Health Center. The claims requested reimbursement for the medical procedures being provided, the claims all citing “Dr. N.J.” and “Dr. K.R.” in the indictment without the knowledge or consent of the actual licensed doctors. On January 25th, 2024, a cease-and-desist order was served against Esney Davis-Sharpe and Bessie Mae Women’s Health Center to stop providing their services. Nataliya Lushchak also had allegedly enrolled as a medical student atSuburban Community Hospital located in Norristown, Pennsylvania.
The Attorney General’s Office stated that the charges against Esney Davis-Sharpe and Nataliya Lushchak are merely accusations, and the defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
