Sergeant Kevin Bollaro of the Franklin Township Police Department Charged for Tampering With Records

On October 23rd, 2025, the charges against Sergeant Kevin Bollaro from the Franklin Township Police Department were announced by Hunterdon County Prosecutor Renée M. Robeson. Kevin Bollaro was charged with second-degree Official Misconduct. The arrest and charges against Sergeant Kevin Bollaro were a result of an investigation handled by the Franklin Township Police Department and the Camden County Prosecutor’s Office

According to the Camden County Prosecutor’s Office, at approximately 12:22 p.m. on August 2nd, 2025, officers from the Franklin Township Police Department responded to a report of an unconscious female with physical trauma at 39 Upper Kington Road in the Pittstown section of Franklin Township, New Jersey. Responding officers located two deceased individuals, later identified as 33-year old Lauren Semanchik and 29-year old Tyler Webb, both sustaining gunshot wounds from a semi-automatic firearm. Detectives discovered that the shooting was an intentional targeted attack by New Jersey State Lieutenant Ricardo Santos, age 45, who is now deceased.

An investigation was launched for the double homicide, starting with a 911 call made by an individual on 41 Upper Kingtown Road reporting sounds of gunshots and screaming. Sergeant Kevin Bollaro was on-duty at the time and received the call that was relayed to him by a dispatcher, and he acknowledged the call made to him. According to data from the police GPS, instead of responding to the call immediately Sergeant Kevin Bollaro drove 1.5 miles in the opposite direction from the location of the call and instead drove to a nearby TD Bank on Route 31 in Clinton Township, New Jersey to conduct personal business at an ATM. Five minutes after the first report a second 911 call for the same incident in the same area on 5 White Bridge Road, was made. The dispatcher relayed the information to Sergeant Kevi Bollaro who acknowledged the call, and the police GPS showed that he only left the TD Bank after finishing his personal transaction. 

Sergeant Kevin Bollaro was still en route when a third call was reported from 18 Upper Kington Road describing the same gunshots and screaming nearby. Approximately 8 minutes after the third 911 call Sergeant Kevil Bollaro arrived at 41 Upper Kington Road and talked to the individual that made the first call for approximately 4-6 minutes, however the exact length of the conversation was unknown due to the sergeant’s body camera not being on and recording. It’s estimated according to the police GPS that about 17 minutes passed between the first 911 call and when Sergeant Kevin Bollaro arrived on the scene.

Sergeant Kevin Bollaro reported to dispatch that he didn’t see or hear any activity or noise on Upper Kington Road, and he was subsequently instructed to check on the reports from White Bridge Road. Police GPS records indicate that at 7:38 p.m. Sergeant Kevin Bollaro was on White Bridge Road but before he reached the location of the second caller he was on Pittsburg Road again. Allegedly Sergeant Kevin Bollaro did not meet with either the second or third caller, and didn’t arrive in the area that he was dispatched to while still requesting to be cleared from the scene at 7:40 p.m.. 

After being cleared from the scene there were approximately 5 consecutive hours when Sergeant Kevin Bollaro was on duty without any law-enforcement activity. Firsthand witness accounts allege that he spent 107 minutes at Duke’s Pizzeria & Restaurant on 371 Pittstown Road where he was described to be conversing with patrons of the store. According to the police GPS, the rest of the 5 hours of on-duty activity without law enforcement was spent at Locust Grove Cemetery.


Sergeant Kevin Bollaro submitted a report documenting the events during his service on August 1st, 2025, where he claimed that he wasn’t able to locate and make contact with the caller from White Bridge Road and that he successfully cleared the scene after 20 minutes. However police GPS records contradict his statement, and Sergeant Kevin Bollaro did not return to Upper Kington Road for the rest of his shift which ended at approximately 7:00 a.m. the following day from the aforementioned events.

The Camden County Prosecutor’s Office stated that the charges against Sergeant Kevin Bollaro are merely accusations, and the defendant is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
