William Julian of New York, New York, Charged for Stealing Over $300,000 from Five Victims in an Investment Con

On August 14th, 2025, the arrest of William Julian, age 51, was announced by Manhattan District Attorney Alvin L. Bragg Jr.. William Julian was charged with first-degree Scheme to Defraud, second-degree Grand Larceny, and third-degree . The arrest and charges against William Julian were a result of an investigation handled by the Financial Frauds Bureau’s Paralegal Jamyle Delgado, Forensic Accounting & Financial Investigation Bureau Analyst Samantha Drofiak, Principal Deputy Bureau Chief Irene Serrapica, Bureau Chief Robert Demarest, Investigation Bureau Rackets Investigators Tania Santana and Antonio Shilinsky, Assistant Supervising Rackets Investigator Michael Minero, Supervising Rackets Investigator Samuel Morales, Deputy Chief Investigators Elena Lui and Gregory Dunlavy, and Acting Chief of the Investigation Bureau Jonathan Reid

According to the Manhattan District Attorney’s Office, in July 2020 William Julian disguised himself as a successful financial consultant with the fake name of ‘Bill Julian’, and began conversing with five different individuals interested in his business. In addition to the fraudulent name the defendant claimed to operate under multiple fake investment groups such as Cardona Group, Paradigm International Group Inc., and Ifach LLC. William Julian allegedly demanded payments for “legal deposits” and “due diligence fees”, however he would continuously delay providing his services on various false pretenses. Allegedly each time the defendant would receive a deposit from one of the victims, it would be transferred to international bank accounts or personally spent. William Julian would spend money from the victim’s deposits on flights, credit card payments, rent, restaurants, and retail stores, while not proceeding to fund any of the business ventures. The defendant would not return any of the money to any of the victims. 


The Manhattan District Attorney’s Office stated that the charges against William Julian are merely accusations, and the defendant is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
