On February 2nd, 2026, the arrest of Ibn Moye, Charles Warford, Amanda Vasquez, and Hayley Parker, ages 34, 67, 32, and 34, was announced by Ocean County Prosecutor Bradley D. Billhimer. Ibn Moye was charged with Possession of Five Ounces or More of Cocaine with Intent to Distribute, Possession of Cocaine, Tampering with Evidence, and Possession of Drug Paraphernalia. Charles Warford was charged with Possession of Cocaine and Possession of Drug Paraphernalia. Amanda Vasquez was charged with Possession of Cocaine with Intent to Distribute, Possession of Methamphetamine with Intent to Distribute, Possession of Cocaine, Possession of Methamphetamine, and Possession of Drug Paraphernalia. Hayley Parker was charged with Possession of Cocaine and Possession of Drug Paraphernalia. The arrest and charges against Ibn Moye, Charles Warford, Amanda Vasquez, and Hayley Parker were a result of an investigation handled by the Ocean County Prosecutor’s Office Narcotics Strike Force Unit.
According to the Ocean County Prosecutor’s Office, their Narcotics Strike Force Unit was executing an investigation that commenced back in October 2025 looking into cocaine distribution in Ocean County, New Jersey. After detectives identified Ibn Moye as an alleged distributor both stationary and mobile surveillance were established on his persons and vehicle. Ibn Moye was operating a black 2015 Chevrolet Impala on the Garden State Parkway before being stopped by officers near exit 80. A court-authorized search warrant of the vehicle was performed that recovered over five ounces of cocaine. A subsequent search warrant was executed at Ibn Moye’s residence and on site camper by the Ocean County Regional SWAT Team that led to the arrest of Charles Warford, Amanda Vasquez, and Hayley Parker without incident. It’s reported that approximately 400 grams of cocaine, over half an ounce of methamphetamine, and packaging material related to illegal drug distribution was seized from Ibn Moye’s residence and camper.
TheOcean County Prosecutor’s Office stated that the charges against Ibn Moye, Charles Warford, Amanda Vasquez, and Hayley Parker are merely accusations, and the defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
