Artice Norvell of Monroe, New Jersey, Indicted for Fatal Vehicle Collision and Leaving the Scene

On May 29th, 2026, the arrest of Artice Norvell, age 54, was announced by Ocean County Prosecutor Bradley D. Billhimer. Artice Norvell was charged with Vehicular Homicide and Knowingly Leaving the Scene of a Motor Vehicle Crash Resulting in Death. The arrest and charges against Artice Norvell were a result of an investigation handled by the Little Egg Harbor Township Police and Ocean County Sheriff’s Office Crime Scene Investigation Unit

According to the Ocean County Prosecutor’s Office, at approximately 4:00 a.m. on November 5th, 2025, reports of an injured pedestrian were made at the intersection of Center Street and Oak Street in Little Egg Harbor, New Jersey. Responding officers from the Little Egg Harbor Township Police Department discovered the victim, 68-year-old Domenico Russano, lying in the roadway with severe injuries. The victim was transported to AtlantiCare Regional Medical Center in Atlantic City, New Jersey, where despite life-saving efforts he was ultimately pronounced dead. The Little Egg Harbor Township Police and Ocean County Sheriff’s Office Crime Scene Investigation Unit began a joint investigation that revealed a white Ford F-650 box truck fled from the area after striking Domenico Russano as he was walking on the sidewalk. Detectives identified Artice Norvell as the driver of the Ford at the time of the collision, which led to the initial charges being filed against him on March 6th, 2026. The defendant surrendered himself to police custody without incident on March 9th, 2026. 


The Ocean County Prosecutor’s Office stated that the charges against Artice Novell are merely accusations, and the defendant is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
