On September 3rd, 2025, the arrest of Douglas Smith, age 51, was announced by Ocean County Prosecutor Bradley D. Billhimer. Douglas Smith was charged with Vehicular Homicide, Driving While Intoxicated, and Reckless Driving. The arrest and charges against Douglas Smith were a result of an investigation launched by Ocean County Prosecutor’s Office Major Crime Unit-Vehicular Homicide Squad and Toms River Township Police Department.
According to the Ocean County Prosecutor’s Office, local officers from the Toms River Township Police Department were dispatched to the area of Lakewood Road and Raymond Avenue at approximately 1:00 a.m. on July 31st, 2025. A motor vehicle crash was reported and officers found Allen Adams, age 50, lying on the side of the road with serious injuries. He was swiftly transported to Community Medical Center in Toms River, New Jersey to be treated, however he unfortunately succumbed to his injuries and was pronounced dead. It was uncovered that prior to the incident, Allen Adams was working in a construction zone on Lakewood Road when he was struck by a vehicle traveling north on the same road. It was noted that machinery was equipped and being used, in addition to flashing amber hazard lights going off around the area of construction. Responding officers located the vehicle that struck Allen Adams stationary just north of the crash site. Douglas Smith was found in the driver’s seat of the vehicle showing signs of impairment and intoxication, therefore being taken to the Community Medical Center in Toms River, New Jersey where a court-authorized order to draw Douglas Smith’s blood was executed. It was revealed that Douglas Smith’s blood alcohol at the time of the blood draw was .151, over the legal limit of .08 BAC in New Jersey. Cocaine, methadone, and fentanyl were also found in Douglas Smith’s system in addition to the alcohol.
The Ocean County Prosecutor’s Office stated that the charges against Douglas Smith are merely accusations, and the defendant is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
